International Integration in the New Context: Shared Responsibility Across Sectors

Against the backdrop of rapid and complex developments in the world and the region, international integration is identified as a strategic driving force for local development. In response to these pressing requirements, the People’s Committee of Dak Lak province has issued the Plan No.0137/KH-UBND on implementing international integration in the new context.
Accordingly, international integration is defined as a shared task of the entire political system, to be carried out in a comprehensive manner across key sectors, including the economy, culture, social affairs, science and technology, education, healthcare, environment, national defence and security. Each sector, locality and agency has been assigned specific responsibilities to ensure that integration efforts effectively contribute to socio-economic development.

In the economic sector, Dak Lak considers international integration an important opportunity to expand markets, attract investment and make better use of new-generation free trade agreements. The province will focus on improving the competitiveness of local businesses, promoting digital transformation, and developing green and circular economic models. At the same time, it will step up efforts to attract foreign direct investment (FDI), official development assistance (ODA), and non-governmental aid to support its sustainable development goals.
In addition, Dak Lak is also promoting international integration across fields such as science and technology, innovation, education and training, healthcare, culture and tourism. Through enhanced international cooperation, the province aims to access advanced knowledge and technologies, develop a high-quality workforce, and further promote its cultural identity, thereby enhancing its standing in the integration process.

International integration will be carried out in close coordination with maintaining political stability, ensuring national defence and security, and proactively addressing both traditional and non-traditional security threats. The close coordination between international integration and the safeguarding of national interests is identified as a guiding principle throughout the process.
The provincial People’s Committee has urged departments, sectors and localities to take a more proactive role by developing concrete programmes and action plans, while integrating international integration into their annual development agendas, strengthening coordination among relevant agencies and improving the capacity of officials engaged in integration work. Meanwhile, the province encourages greater participation from the business community and the public, recognising their important role in making international integration more effective and substantive.
With clear directions from the provincial leadership, Dak Lak aims to raise awareness of international integration across all sectors and levels, encouraging all sectors and communities to take an active role in making integration a key driver of sustainable development in the coming period.
