On the morning of November 26, Deputy Prime Minister, Standing Deputy Head of the National Civil Defense Steering Committee Tran Hong Ha chaired an online meeting with ministries, sectors and six localities including Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa and Lam Dong to implement solutions to respond to Typhoon No. 15 (international name KOTO).
Attending at the Dak Lak provincial bridge point were Comrade Ho Thi Nguyen Thao - Standing Vice Chairman of the Provincial People's Committee, and leaders of relevant departments and branches.
According to the National Center for Hydrometeorological Forecasting, by 10 a.m. on November 26, the center of the storm was about 12.5 degrees north latitude; 117.1 degrees east longitude, about 330km east of Gemini West Island. The strongest wind in the area near the center of the storm was strong level 8-9 (62-88km/h), gusting to level 11. Moving in a west-northwest direction at a speed of 20-25km/h.
The Ministry of Agriculture and Environment has put forward 3 scenarios of Typhoon No. 15. Accordingly, scenario 1: The current highest probability of the storm changing direction when it reaches the Northwest waters of the Truong Sa Special Zone (about 500km east of the coast of Gia Lai - Khanh Hoa (70% probability); scenario 2 is worse, the storm does not change direction but enters the Gia Lai - Khanh Hoa area (20% probability); scenario 3 (10% probability), The storm dissolves at sea, does not affect the mainland of our country in terms of rain and wind.
The Standing Agency of the Civil Defense Command of the Border Guard said that by 6 a.m. on November 26, it had notified, counted and instructed 49,327 vehicles/272,356 workers to know the development and direction of movement of the storm to actively prevent it. There are currently no vehicles in the danger zone.

The province has issued a public telegram, an order to operate the reservoir, and organized the relocation of 70 vessels from the expected affected area; call on ships operating at sea to actively find safe anchorage. The province proposes the Central Government to continue to support the province to soon restore production and stabilize people's lives.
Speaking at the conclusion of the meeting, Deputy Prime Minister Tran Hong Ha expressed his deep sharing with localities that have just suffered damage due to rain and floods, and at the same time assessed that Typhoon No. 15 is very complicated in the context of "storm after flood, flood after flood". He emphasized that the risk of many types of natural disasters such as flash floods, landslides, and large-scale flooding is very great because the soil is saturated with water. The Deputy Prime Minister asked ministries, sectors and localities to absolutely not be subjective, follow the forecast, and fully prepare response plans according to each scenario. The Ministry of Agriculture and Environment and specialized agencies quickly assess the risk, vulnerability level and report on the results of directing the remediation of the consequences over the past time, as well as the difficulties being posed in the locality.
Referring to the issue of communication in natural disasters, the Deputy Prime Minister requested that there must be clear regulations on mechanisms and means of communication from the central to local levels, from provinces to communes, to villages, and each household to ensure that people receive warnings of natural disasters in a timely manner. have time to move to a safe place. The Deputy Prime Minister emphasized: Typhoon No. 15 is likely to directly or indirectly affect Khanh Hoa, Dak Lak, Gia Lai and Lam Dong, which have just been heavily affected by floods. Provinces need to review the backlog of work, learn from the previous rain and flood to be proactive and minimize damage when the storm may affect.
