At 17:00 p.m. on November 26, the People's Committee of Dak Lak province held an online conference to direct the work of overcoming damage caused by rain and floods and implementing the response plan to storm No. 15.
Presiding at the central bridge point were comrades: Luong Nguyen Minh Triet, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee; Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Attending the conference at the central bridge point were also comrades: Tu Thai Giang, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Truong Cong Thai, Vice Chairman of the Provincial People's Committee and representatives of leaders of departments, departments and branches.
At the bridge point of the headquarters of the Provincial People's Committee (Base 2, Tuy Hoa Ward) there were comrades: Huynh Thi Chien Hoa, Deputy Secretary of the Provincial Party Committee; Ho Thi Nguyen Thao, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee; Dao My, Vice Chairman of the Provincial People's Committee; and representatives of leaders of departments, departments and branches. The conference was connected online to 49 bridge points in communes and wards in the province.
The report at the conference showed that from November 15 to November 23, Dak Lak province experienced a particularly heavy rain and flood, lasting 9 days with unprecedented intensity. Floods on major rivers have exceeded historical marks. In the face of an urgent situation, the whole political system has entered a drastic battle with the motto "4 on the spot" and the principle of "human life first". The province has mobilized more than 7,500 military officers and soldiers; more than 5,800 police officers and soldiers and thousands of specialized equipment and means to rescue the people. The forces have organized the safe relocation of more than 5,000 households with more than 19,000 people out of the danger zone; 100% of fishing vessels (70 vessels) in the storm-affected area have moved to a safe place.
Regarding the remedial work, by the afternoon of November 26, the power grid and communication system (BTS stations) have been completely restored throughout the province. The construction industry has urgently handled landslide points, ensuring smooth traffic on key roads.
Social security continues to be focused. The central government has supported the province with 650 billion VND and 2,000 tons of rice. The provincial Vietnam Fatherland Front Committee has received and distributed goods worth more than 119 billion VND. The province has also received aid from the European Union (EU) and international organizations including hundreds of kitchen kits, tents and buckets of clean water for people.
The Department of Agriculture and Rural Development has advised to mobilize 10 specialized garbage trucks from the western region to support communes in the eastern region to clean up after the flood. The Health sector has guided detoxification and disinfection in communes to prevent epidemics.
At the meeting, localities proposed to support environmental sanitation, post-flood disease prevention; seed support to restore production; support to overcome traffic infrastructure... Departments and branches report on the damage situation and remedial work, in order to soon bring life back to normal.
Speaking at the conference, Comrade Luong Nguyen Minh Triet, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized: after the emergency response period, the whole province has entered the stage of focusing on overcoming the consequences of natural disasters. This is a key task, requiring the synchronous and drastic participation of the whole political system from the province to the grassroots.
He suggested that sectors and localities make the most of the support of the Central Government, and at the same time urgently propose resources to meet the needs of post-flood recovery. The Secretary of the Provincial Party Committee assigned units to proactively procure essential goods; organize the immediate distribution of relief goods, not leave a backlog, and at the same time ensure fairness and transparency. Localities must set up concentrated relief distribution points, not to give rise to spontaneous distribution points that cause disorder.
For the task of restoring houses, the Secretary of the Provincial Party Committee assigned the Department of Construction to study a suitable model of flood shelters, proceed to apply to build new houses for households that collapsed and washed away their houses. Along with that, each commune must establish at least one team to support people to repair houses, restore production, and soon stabilize their lives.
Localities focus on environmental sanitation, waste and mud collection after floods; at the same time, it is necessary to ensure the adequate supply of clean water to the people, not to cause a shortage of domestic water.
At the same time, the Industry and Trade sector and related units are assigned to study and organize the "0 VND market" models, promote the propaganda of good examples of good people and good deeds in supporting people to overcome difficulties, contributing to spreading the spirit of solidarity and mutual assistance in the community.
Comrade Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered a speech at the conclusion of the conference.
Concluding the conference, Mr. Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee asked departments, branches and localities to continue to focus on overcoming flood consequences, providing specific guidance to the grassroots in the implementation process, ensuring synchronization and effectiveness. Along with that, units must carefully calculate plans to respond to storm No. 15, strictly implement the motto "be proactive early, remotely", not to be passive in all situations.
In order to soon stabilize the accommodation for the damaged people, he suggested proactively reviewing the resettlement land fund, preparing a plan for arranging new housing. The Agriculture sector is assigned to support crops and seeds, guide people to make appropriate planting schedules, ensuring the restoration of agricultural production after natural disasters.
The Chairman of the Provincial People's Committee assigned the Department of Education and Training to launch a movement to support students in flooded areas, support books and school supplies; the health sector must actively examine and treat diseases, implement environmental disinfection, and at the same time advise to support rice and necessities for disadvantaged households.
The Industry and Trade sector is responsible for closely monitoring market developments, preparing price stabilization plans, and ensuring the supply of essential goods. The Department of Construction is assigned to urgently fix damaged traffic routes, ensure circulation for relief work and people's lives. The armed forces must maintain support for people to overcome the consequences of floods, especially in areas that are still divided, ensuring the safety of the people...
